A Cofferdam

The temporary structure was called a cofferdam. It was made by the engineers at Niagara Falls between the mainland and Goat Island. It was built from 27,000 tons of rocks and earth brought there by about 1,200 trucks. The length of the structure was 600 feet (182.88 meters).

As you can tell from the picture, the engineers were able to prevent water from going towards the American Falls. From there, the water was redirected towards the Horseshoe Falls. And so, the waters in Niagara Falls were silenced for a little while. Actually, only the waters from the American Falls were silenced since it was impossible to stop the entire Niagara Falls at the same time.
