Compared to all of the previous assumptions, this new aspect was far more significant and critical. They were unable to remove the rocks without causing significant damage to the site. However, did they simply leave everything as it was after all of the efforts that had already been put forth?

Permanent Dam
When they realized they should definitely not remove the rocks, they instead decided to build a permanent dam. Even so, that solution was not a perfect one since it would have weakened the American Falls. At last, they gave up on that idea. So, the engineers didn’t remove any rocks or build the dam, but was the entire operation done for nothing? Yes and no.
